Yes. They say that pointedly. The Earth plane is just one of millions. However, they do refer to it as the “nursery.” But that may be because we’re communicating with those who have been on the Earth plane within a relatively near time period, usually within a couple of centuries.

Yes, that’s true on both counts. But as I said, we do have a biased sample of those speaking to us from the next planes of life. They’re former Earth inhabitants. I've never heard of someone coming through who lived on another planet.

Yes, we automatically are on the level that fits our level of spirituality. They aren’t discrete levels. Instead, they’re continual, gradual levels. However, we do hear them sometimes refer to going to “higher levels” or “lower levels,” as you referred to from the Testimony of Light. And it is true that people can go to lower levels at will, but must be guided into higher levels by guides or teachers when it will aid in their spiritual progression. No one “visits” higher levels on their own.
