Yes, that's correct. They aren't levels in the way we would think, like floors in a house. However, some people do divide them into separate levels to make the progression through them easier to understand.

It's like this. You were 5 years old. Then you were 10. Then you were 20. Each of those can be seen as a level. You were a very different person at each age. But you progressed from one to the next slowly, over time. You didn't leap from one to the next. That's what it is with the levels in the afterlife.

Yes, people who have the same level of spiritual maturity are together. Those who are cruel and violent create a cruel and violent environment with others who are the same way. There they live while helpers and guides try to help them mature out of that. Hitler and Mother Teresa are on different levels, in different environments, with people similar to them.

However, people are able to communicate and be with people on other planes. Family members can keep contact with and try to help someone who is violent and cruel, even though the family members are living together on another plane.

And of course, they keep contact with us on the Earth plane, where there are many cruel and violent people.
